ENGINEERING AND GOVERNANCE
The government response towards the Hurricane Katrina response consisted of condemnations of lack of preparation and the mismanagement towards their relief efforts. The whole scenario, I believe depicted a delayed response towards flooding and aftermath of the incident along with the lack of preparation. Although various people were evacuated almost, each and every feature of preparedness from government's side could not be seen. The local and the state government have the main responsibility towards local disasters, and they failed miserably towards the execution of the disaster plan. Moreover, both the local and the state government were totally responsible for such disasters in the failing of the execution of New Orleans plan of disaster. But, within some time, the case of Katrina’s landfall, all the state, local or federal government proposes various responses to the crisis. Though the criticism was largely impacted the scenario with the statements of political leaders, and the action of frustration, exhaustion has passed with the flow of case (Moynihan, 2009). The people who were evacuated from such facilities as of Superdome was also criticized badly.
The failure of such response regarding federal issues lacked numerous aspects such as lack of urgency, treating Katrina as a normal storm. Even, after the fall, the responses were being marked by the inertia.As, the disaster spreads, there is a reduction of food, water, supplies regarding medical concept, etc. further, it also makes a reduction in the process of the communication system, its awareness, and the operational plans. Furthermore, the collective crisis increases the degree of perceptions. Such as, it implements the introduction of FEMA with the proper means of rules and responsibilities to enhance the performance of its network. Moreover, it implies this proportionate consistency of variables which helps in the emergence of voluntary sections to coordinate with the forms of other responders. Further, the disaster needs to be more analysis research to drawback some more aspects regarding the case so that identification becomes broader in nature with a common concept.
Though, the engineers also plays a vital role in contributing the level of emergence covering two aspects such as follows:
Setting up of the required design and safety standards with the actual means of construction material to protect the further destruction and hazardous things and moreover, the setting up of their codes in the United States. Furthermore, their way of reduction of destruction gives many types of infrastructural activities. As engineering helps in minimization of such measures in the reduction of hurricanes. Though, high wind speed is considered as the main threat of the hurricane, the design codes and a standard by engineers ensure the good constructive building with the particular climatic elements and also gives rise to new innovative code designing by engineers (Cruz, n.d.). So, the contribution of engineering impacted the natural and technological hazard in building a safe environment. Their overall contribution and understanding regarding hazardous material and its vulnerability helps in prevention and mitigation of such practices. So, hereby I conclude that, Engineering continues with its contribution to reducing the hazards all over the cities in an effective and efficient manner.
