As per the view of Salanova, et al. (2016), lagging indicators evaluate the rate of incidents in the company that often arises with the increase in the past accident statistics.

On the other hand, (Almost, et al. 2018) has stated that imparting employee training would also assist in enhancing their knowledge and practices related with undertaking the safety measure. Apart from this, safety/health meetings at the construction site are also regarded as leading health and safety indicators that manage workplace health and safety.

On the other hand, with safety/health meeting manager at the site would inform workers at the commencement of their service regarding the occupational hazards and accessible or future actions to be executed to defend workers from attaining the work-related injury. Although, imparting health and safety directions must be placed at the visible areas so that risk associated with hazard can be easily overcome.
There are majorly four underlying indicators depicting the situation of workplace health and safety. First is the number of fatalities which is a major concern in any construction company because of the nature of work. The occupation al hazards and exposures are quite unique as compared to other industries. It was found that the HBK Construction Company lacked in the commitment of providing full and fledged health and safety measures to the employees of the company (Sinelnikov, Inouye and Kerper, 2015). Moreover, widespread exploitation and abuse was reported by large number of migrant workers those are employed in the construction industry in Qatar. Statistics have reported significant rates of fatalities which is a clear indication of the company’s failure to meet the safety measures.
The second major indicator is injuries and illness rate. The same survey identified that the rate of injuries faced by the employees is quite high. These include both permanent as well as temporary disability. However, the company has been striving to improve these rates and is committed in reducing such incidents. The highly experienced operations management staffs are highly committed to enhancing the health and safety measures at the workplace. These further cooperate and ensure consistency in complying with the legal, moral as well as ethical obligations set by the management of the company (Yazdani, et al. 2015). At each site of the HBK Construction Company, the supervisors and experts are actively engaged with the stakeholders and the employees in order to build good relations which would eventually encourage safe work practices as well as increase the efficiency levels of productivity.
Next in the row come assets or property damages. An effective system of Enterprise Resource Planning (ERP) is responsible for providing an integrated real-time view of the core business processes of the company. These processes include processing of order, management of the inventory and such others. All these are tied together by ERP applications. The ERP systems are further responsible for tracking business resources such as cash, materials etc (Shea, et al. 2016). Additionally, the ERP facilitates the flow of information among various functions of the business within HBK.
The status of the commitments that has been made by the company is also tracked which involves purchase orders and employee payroll. This ensures a proper recording of any kind of transactions in relation to the assets and the property of the company. Hence, in case any damage is done then a proper evaluation in financial terms as well as in other aspects is completed properly.
The last indicator includes near-miss incidents which can be understood as an unplanned event that did not result in injury, illness or any other sort of damage but had the potential to do so. The injury was prevented only because of a fortunate break in the chain of events. HBK Construction Company’s leadership has established a culture of reporting that reinforces each opportunity for identifying and controlling hazards, reducing all the possibilities of potential risks and prevention of harmful incidents (Tompa, et al. 2016).
Moreover, if any near miss incident occurs, an in-depth investigation is carried out so as to find out the root cause as well as the weakness in the system due to which it happened thereby utilizing the results in order to improve the safety systems, reducing risks and controlling hazards.

Further, the capability of every individual will be analyzed in terms of managing risk and in turn it will lead to development of the efficient teams that can support the organization in managing risk and building environment of health and safety within the workplace (Boustras and Guldenmund, 2017).
Hence, all these proposals are quite and they have been developed for every action. These proposals will be followed in the proper sequence and in turn the main result will be in the form of effective health and safety culture where all the staff members can work safely and they will be equipped with safety equipments through which risk management is necessarily and chances of accidents will be quite low. Further, it is a well known fact that proper equipments are used in the field of construction and proper planning is done then in such case it can bring favorable results for the business in the every possible manner (Fan et al. 2014).
Along with this, after taking deciding the key actions its implementation will take place and their successful implementation will positively affect the entire HBK Contracting Company. All the actions that have been stated above they have developed by analyzing the present position with respect to health and safety. Many loopholes are present in the present health and safety practices of the firm. Considering the case of Qatar different regulatory bodies are present whose main task is to ensure proper health and safety practices within the workplace.
Further, they ensure where companies are complying with the legal guidelines like adoption of different equipments for managing risk etc (Leka et al. 2017). Hence, these are some of the valid reasons due to which different actions have been taken and proposal has been prepared for each one of them for the proper development and the implementation of health and safety culture within the workplace.

4.3 Strategy implementation and timescale

The strategy developed for maintaining health and safety culture is highly effective and through this it will become quite easier to conduct the business operations in the most effective manner. The implementation will take place with the help of proper planning within HBK Contracting Company. Below table represents the key processes in the strategy implementation along with its respective timescale.
Stage Timescale Responsible Person
Developing the mission and vision 1 week Top officials
Strategic action plan 2 week Top executives
Resource allocation 3 weeks Managers
Training to staff 1 week Managers
Involvement of staff in decision making 3 weeks Managers
Reward system 2 weeks Top executives
Above shown are the most crucial stage with the help of which implementation of the strategy will take place. Further, in the first stage development of mission and vision will take place where it involves setting healthy and safe culture within HBK Contracting Company so as to deal with different risk and in turn the workers can conduct the business practices safely (Friis, 2015). The time allotted to this specific stage is 1 week where every individual associated with the company will understand the mission and vision. The top officials of the firm will be responsible for building mission and vision that will represent the attributes of health and safety culture.
The next crucial stage is strategic action plan where proper plan will be developed that will focus on building health and safety culture within HBK Contracting Company. The time period of 2 weeks will be required in implementing this stage. The main responsibility will be of top executives who will prepare strategic action plan and in turn the business practices will be conducted safely and in the best possible manner also. The action plan will undertake the key actions that have been developed above and the business practices will be conducted accordingly.
The next and the most crucial stage is resource allocation where resources such as technology, human, financial etc will be required to implement the overall plan in the best possible manner. Mainly it will be the responsibility of the managers to manage all the crucial resources and in this case time frame of 3 weeks will be allocated (Steege et al. 2014). Corrective actions will be taken well in advance so that situation such as inadequacy of resources will not arise as this situation can adversely affect the performance of HBK Contracting Company.
Furthermore, for managing resources in the proper manner planning will be done where it will support in accomplishing the key result associated with the optimum utilization of the resource and it will contribute a lot in building healthy and safe culture within the HBK Contracting Company. Further, it is a well known fact that when proper resource management measures are not at all taken within the workplace then at the time the chances of strategy failure is very high.
The next process will undertake delivering training to the staff where all the workers who have to deal with the risk on continuous basis will be provided training. They will be trained regarding the actions to take during risk and corrective action they can take before working in any construction site (Chacha and Houdmont, 2018). This is the main reason due to which the present stage is very crucial and time period of 1 week will be allocated so as to deliver proper training to the staff and it will enhance their motivation level also.
Involvement of the staff in the decision making will be the next important stage where different crucial decisions will be taken and in turn all the employees working in HBK Contracting Company will be considered so as to take the best possible decisions. Mainly the decisions will be linked with managing risk, taking corrective actions, implementing the proper use of equipments that are associated with the construction field etc. The time frame of 3 weeks will be needed in this stage where involving all the staff in the major process is time consuming and for this managers will be mainly responsible (Boocock et al. 2016). Further, managers will mainly identify the staff who can be affected due to risk and in turn they will be involved in the decision making process.
The last stage will be reward system where the employees who will successfully participate in the strategic implementation process will be rewarded. Further, reward will be given for the initiatives taken and other form of efforts that are remarkable also. Time period of 2 weeks will be mainly taken for the development of reward system especially for the staff that has supported in building healthy and safe culture within HBK Contracting Company (Tremblay and Badri, 2018). Mainly the top executives of the firm will be responsible for building reward system and the chances of occurrence of risk will surely decline due to this. Hence, these are some of the main processes along with the timeline and responsibilities that will provide idea regarding how the strategy would be implemented.

4.4 Monitoring of success

It is one of the most crucial part where through monitoring it will become possible to know whether the goal associated with improving health and safety culture has been accomplished or not. Different stages have been mentioned above and they will be followed in proper sequence so as to know whether the overall plan is conducted in the proper manner or not. Along with this, for monitoring the overall success separate team will be developed within HBK Contracting Company that will ensure whether the overall strategy developed for improving health and safety culture is effective or not (Koskela, 2014). Monitoring of the success will take place on monthly basis and several indicators will be undertaken for knowing success level.
The team will focus on the rate of incidents for instance while conducting the construction practices the total number of injury and other incidents have reduced then in such case it can be said that the strategy developed is quite effective. It will be ensured whether all the activities are conducted as per the time allocated or not and this will help in knowing the actual success rate also. Regular monitoring intervals will be undertaken in the proper manner like 15 days where it will help in knowing whether the plan has been executed in the proper manner or not (Moatari-Kazerouni, Chinniah and Agard, 2015). The regular interval will assist in knowing the key loopholes that are associated with the plan and in turn corrective actions will be taken for dealing with the same.
Success will be monitored by knowing the real impact of the strategy on the different areas such as workers who are prone to risk, entire company etc. In case if strategy has positively affected the entire firm along with the employees then in such case it can be said that it is successful and vice versa. One of the main benefits associated with monitoring success in case of HBK Contracting Company will be that it will highlight the safety measures that the company is taking and the workers will be able to work in the proper manner.
Apart from this, majority of the risks and unfavorable outcomes will be easily managed through monitoring success (Maalouf, Hamja and Hasle, 2018). Along with this, monitoring will be supported by gathering information about the project. Right form of information will be obtained such as the areas positively affected due to plan etc.
Monitoring of the success will also take place by obtaining feedback from the workers and other employees in the workplace. In case if they are satisfied with the overall measures taken then in such case it can be stated that the success rate is high and the overall plan is bringing favorable results also.
Moreover, the key areas will be tracked on the continuous basis where strategy will be implemented (Staun, 2018). One of the best method of monitoring success will be ensuring that the tasks are accomplished within the deadline or before than that. It will also assist in knowing the success rate in the best possible manner and will bring favorable results for the entire organization also.
The most crucial part is measuring project deliverables and the overall activities like if in case if project activities are monitored in proper way then in such cases the chances of success is very high and vice versa. Hence, these are some of the ways through which monitoring of the success will take place in the appropriate manner and it will represent how effective is the overall project (Landsbergis, Grzywacz and LaMontagne, 2014).
